Long story short: a couple of guys from a toy design company somehow managed to bullshit their way into pitching ideas for Phantom Menace merchandise as part of a Pepsi tie-in. Because they weren't officially 'down' with Lucasfilm they had to base everything on the original trilogy. Also, they didn't have an official pitch to work with so they just went crazy and invented stuff life the Death Star Grill.
Sadly, Mr Beard didn't green light any of their ideas.
The original concepts have now surfaced online so you can sit there in your Storm Trooper outfit imaging what could have been and sobbing quietly.
