Depends. Normal voodoo zombies, no, because the shamble about you have time to ask them. Rage infected zombies is another matter entirely. No time to speak just shoot. So the stands, -"if the alleged life-challenged individual is moving at a speed faster than a walk (shuffle, lurch, amble, stroll) then said shotgun pumper may open fire". pretty straight forward.
